The Private Sector Development Programme (PSDP), was a joint initiative of the Government of Jamaica and the European Union of which the cluster development model was used.

The Cluster Approach is a tried and proven technique to business development that presents a real opportunity for enterprises across Jamaica to grow and develop into more profitable, more competitive organizations. The PSDP Cluster Sector Initiative (CSI)  made available over J$200M to Private/Public Sector Support Institutions (PSOs) to develop and initiate cluster activities in the agro-business, services, tourism and creative industries sectors
